Campbelltown was founded on 1 December 1820 by Governor Lachlan Macquarie, who named it directly after his wife's maiden name - Elizabeth Macquarie was born Elizabeth Henrietta Campbell, of the Campbell clan of Argyll in Scotland. Macquarie had toured the district, then known as Airds, inspecting the farms of early settlers, and decided the fertile land justified a permanent town. A statue of Elizabeth Macquarie now stands in Mawson Park, on the site once known simply as "the green," where cricket was played and the colonial stocks and gallows once stood. St Peter's Church on Cordeaux Street, built between 1821 and 1823, is recognised as Campbelltown's oldest surviving building. The land itself was Tharawal country long before Macquarie arrived.

Campbelltown's most famous story has nothing to do with its founding governor. In 1826, local farmer Frederick Fisher disappeared, and a neighbour later reported seeing Fisher's ghost sitting on a fence rail, pointing toward a creek - the spot where Fisher's body was subsequently found. The Fisher's Ghost Festival, held every November, still commemorates the tale today. The town grew slowly after Macquarie's departure - residents did not formally take possession of town land until 1831 - but Campbelltown is now one of only four places in the Sydney metropolitan area officially recognised as a city, and one of the fastest-growing regions in New South Wales.
