Liverpool was founded on 7 November 1810 by Governor Lachlan Macquarie, making it the fourth-oldest urban settlement in Australia behind only Sydney, Parramatta, and Hobart - and the first planned free settlement in the country, intended specifically for emancipated convicts and free settlers rather than as a purely convict outpost. Macquarie named it in honour of Robert Banks Jenkinson, the second Earl of Liverpool and Secretary of State for the Colonies at the time, who would later go on to serve as British Prime Minister. The Hawkesbury River carries the same family's name, since Jenkinson held the title Baron Hawkesbury before becoming Earl.
Macquarie personally set out Liverpool's Town Square and commissioned the emancipated convict architect Francis Greenway to design a church for it - St Luke's, whose foundation stone was laid in 1818, making it one of the oldest churches in Australia still in active use. Liverpool Courthouse, built in 1820 on Bigge Street, and the Liverpool Convict Barracks at the corner of Bigge and Moore Streets, built in 1819, both reflect the town's early role as a genuine administrative and judicial centre for the colony rather than a simple farming settlement.
