Waterloo sits 3 kilometres south of the Sydney CBD in the City of Sydney local government area, bounded by Redfern to the north, Zetland and Alexandria to the south, Rosebery and Kensington to the east, and the Eastern Distributor to the west. The suburb's name derives from the Battle of Waterloo in 1815, applied to the area in the early colonial period as one of many Napoleonic-era commemorative place names across inner Sydney.

The Municipality of Waterloo was proclaimed on 16 May 1860 and originally incorporated the modern suburbs of Waterloo, Zetland, and Rosebery — Alexandria seceded as a separate municipality in 1868. The municipality was absorbed into the City of Sydney in 1948. This history reflects Waterloo's position as one of the established inner-southern suburbs, with a residential character that predates the Green Square redevelopment and exists in a very different relationship to that development than Zetland, which was effectively purpose-built around it.

The suburb contains a significant amount of social housing alongside private residences and newer apartment developments. The Waterloo Estate — a large public housing precinct in the northern part of the suburb — is currently subject to its own major redevelopment program by Homes NSW, which will replace the existing towers with a mixed-tenure neighbourhood over the coming decade. This development activity makes Waterloo one of the most rapidly changing suburbs in inner Sydney, with consistently high resident turnover across both the social housing and private rental sectors.

Waterloo's mixed housing character creates a varied access environment. The older low-rise apartment buildings and terraces on the established residential streets — Botany Road, Cope Street, Wellington Street, and the blocks between them — have the access characteristics of mid-twentieth century inner-city stock: compact lifts, standard stairwell dimensions, and good street parking availability compared to the denser northern suburbs. These are generally straightforward moves.

The newer apartment towers on the southern boundary near the Green Square precinct have managed loading dock access similar to Zetland, and the same pre-move booking process applies.
